It is an Elder Scrolls game through and through. They have made some nice advancements on the combat system with dual wielding and first person spell casting. However the game's magic system has suffered as custom spell crafting a strong feature of the previous game has been removed. The game features a large world you a free to explore. There are lot's of little details, encounters and mini-stories hidden all over the country. The main story isn't very interest though the main guild side quest are better. That said compared to the previous game's quests the story lines are for some less compelling.
